Struggling with millis() for two tasks

I placed the code from #4 into the wokwi simulator.

After reset:

Red lamp is on.

Blue lamp blinks and continues to do.

It shouldn't. At least not for long.
Simulators that forget to use current limiting resistors with LEDs are setting a bad example.
If it was a true simulator, then virtual smoke should pour from the LEDs and the Arduino
