ENABLE is active low.Melexis have the pins marked with reference to the outside world (unconventionally), so it is a fact that in this instance, Tx goes to Tx and Rx goes to Rx.
Are you sure EN is active low? The DS for the TH3122 has an example schematic where EN is tied to Vbat. Imgur: The magic of the Internet
If it is active low, this would explain why it's not doing anything.
