Hi, mate.
Looking closely it looks like a phone jack/socket at the top.
The method of getting data from the GPS is serial communication, so the socket is possibly the way you obtain any data.
In this form you can custom make any device you like that needs a GPS connected to it, either for position, velocity, altitude even time keeping.
It looks like its made for some purpose in particular with the suction cup fixture on one end.

My friend found it underneath his bed with the light blinking.
Thinks someone might have been tracking him, but not sure how that could be since it was in a stationary position under the bed.

What is on the other side, a battery?
It could be a logging tracker if there is some controller and memory on board, someone would plug their PC into the socket and download anything stored.

for bed movement, you'd think it would be on the bed (frame) rather than just under it.
sloppy spy-work if indeed it is ! 
Let him check if there is a hidden microphone under his car.
Everyone here is focusing on the GPS-"Brick" - That part isn't interesting and would not tell any useful about this device.
What is interesting is what is on the other side of the PCB - Battery, GSM, Microphone, MicroSD etc.?
