I was thinking the same. Rather than cameras and proximity sensors perhaps what is needed is an immobiliser, a motion sensor and a tracker?
The immobiliser might be a secure box with a relay that cuts the power. The power might be restored using a wireless connection, magnet or key. I don't suppose that is going to stop somebody getting on the bike and peddling like mad, though maybe there could also be a mechanical interlock. The motion sensor could trigger the "bike thief" warning. If the worst comes to the worst the GSM tracker would help you get the bike back, they are very small and cheap now.
