Sorry this is a little off topic, but I love these old machines. We've got a similar Jones & Shipman at work for sharpening our punch tooling. Ours also has a manual Z axis, and would certainly be easier/nicer to use if it was motor driven, even if not controlled by an Arduino.
If you want someone to write the program for you for a fee you should ask in the Gigs and Collaboration section of the Forum.
If you want help writing the program yourself this is the correct place.
You should start by learning how to write Arduino programs. There are many examples with the Arduino IDE (the programming system) and there are many on-line tutorials.
You will also get a lot of useful information by reading as many Forum Threads as you can.
