A string pot is a potiometer operated by a string. I usually use linear pots but you can use a rotary pot with a pulley. The idea is that you connect the pot to a fixed point and the string to the far end that moves when the hose stretches, so you can measure how much it has stretched.
A load cell is a type of sensor that measures physical force, for example a pressure sensitive resistor. The idea would be that you design the mount of one end of your stretchy hose so that the tension forces go through the load cell, then you can directly measure the tensile force.
