you could have dropped wifi hotspot and still got it mostly right.
On my Android Three phone the WiFi hotspot works without any external connection to the network so I think it is your broadband network connection that is the problem, not the hotspot.
And I have encountered the same problem. My phone does not seem to update the signal quality very frequently.
