I would like to take periodic pictures (Once every hour, for example) and send them to a webserver somewhere in my house. From what I've read, it sounds like this might be difficult to do with Arduino, because of Arduino's memory restrictions. I don' t need high resolution photos or anything. Is this possible w/ arduino, or should I look elsewhere?

You have under 2K of ram to store your picture, it will be very low resolution.
You could gather the image slowly from the camera over many frames and trickle feed that out of the arduino, but you need the right sort of camera to do that.
This paper shows a pre arduino approach but uses virtually an arduino based circuit.

You could use a microSD card, and temporarily store there the picture.
