talking meltimeter

Hello arduino mumbers my name is Omar I am blind I need talking meltimeter please please please help me in building this device iI will pay for it in full plus shipping

I'm not sure if this is practical.

The Arduino can measure positive DC volts, but a real multimeter with multiple voltage, current, and resistance ranges, and the ability to measure AC & reversed DC voltage gets more complicated. Of course, it also needs over-voltage protection.

The Arduino itself can't "talk" or play audio files, but you can get an audio shield. Typically, the audio shield allows you to select from a number of audio files stored on an SD card, and you could program one word or one spoken number per-file and the software could string the words together to report the reading.

I assume you've looked for an existing product. If you can't find one, there are meters with USB or other computer ports. These meters aren't cheap, but it might be more practical to get one of those and then write a computer program to speak the results.

There is an industry standard for test & measurement equipment interface, and on the software side it's dominated by National Instrument's LabVIEW. I don't know if LabVIEW has voice capability but the standardized drivers make it possible for you to write your own software. (Some "cheap" USB meters may not meet the standards and may only work with the supplied software.)

I'm not your guy, but this isn't a 2-hour project. Are you rich? This might take a month or so of engineering time.

Assuming you only want to measure DC voltages, and assuming you have good pitch discrimination, you might be better looking for a simply voltage controlled oscillator system that generates audible frequency based on measured voltage

I would think that a custom instrument like this would be expensive. Also state what language you would like it to speak.

I think a PC with a GUI for the multimeter and a text-to-speech program should work.
A RasPi should be able to handle the TTS and a multimeter with a USB connection should be available.
