You don't initialize 'temp_zad' to any value. So, it's going to start at 0. Assuming the actual temp is great than zero, nothing will happen until you increase 'temp_zad'.
BTW, I see you have not yet implemented my suggestion for Hysteresis. Pretty sure you're gonna want it.
