That's pretty much how early digiprop receivers worked - the counter was reset by a simple RC with a time constant longer than the space between PPM pulses, but shorter than the inter-frame gap between PPM frames.
It does seem to have been around since forever, but not that well know in Arduino land, hopefully my library will help a few more people to try it
