TestModem sketch failed. Defective board?

Hi. I ran the TestModem sketch but i keep getting "ERROR, no modem answer". Is my mkr nb 1500 board defective? I've tried adding a reset code to reset the modem but the error still persists.
I have attached a TestModem sketch that i edited to include the reset code.

The MKR boards come with their pins inserted into anti-static foam. This foam is conductive so you need to remove it before using the board.
