I use JRuby so I am familiar with using Gems. And your concept seems like a good idea. However I think you need to add to the explanation as I can't see how your system would be used with an Arduino project. Also, I suspect 90% or 99% of Arduino users never heard of Ruby gems.
It also sounds like your users would need to have Ruby or JRuby installed. I think that will be a big obstacle. Because the Arduino IDE is written in Java it would probably be easiest to use JRuby. Unfortunately, however, I think on Windows (I use Linux) the Arduino IDE includes its own copy of the JVM so that it may not be generally available on the users PC.
Is it essential to use Github? I've never got my head around that.
I will postpone my anti-Bundler rant for another day.
