The device signature is not matching

I am trying to program attiny2313a. I am using Arduino UNO as ISP. But when I'm going to upload the program I'm getting an error which is saying that device signature is not matching. The device signature it's showing is of random 0s and fs.

Wiring mistake? Anything connected to the SPI pins of the ATtiny2313a?

I have connected the wires like this:

Arduino--------Attiny2313a
13------------>19
12------------>18
11------------>17
10------------>1
5v------------>20 VCC
GND-------->10 GND

I don't think it's a wiring problem.
