The ide will not install to my computer.

I wanted to upgrade to a more recent version and had to uninstall my 1.6.0.
As the 1.6.8 went to install it stopped on a "failed to open folder to write" issue.

"C:\Program Files(x86)\Arduino\java\bin\awt.dll"
This is the first of many files that fail and give you the option to Abort, retry, or skip.
When I skip, I end up with an icon that won't start the application.
Please help me figure out this problem!!!
I am now without an arduino environment to work with.
1.6.0 - 1.6.7 - and 1.6.8 give me the same problems starting with the same file above.
I have updated the java to the most recent and this didn't help.

Would having Chrome open inhibit the installation of the Arduino ide involving java?

I closed Chrome after Java informing me certain java involved blah blah blah was not supported by Chrome.

When I opened Firefox, all is well
