thermostats and motion sensors for heaters

G'day all,

I'm curious about the feasibility of modifying an electric panel heater to be remote thermostat controlled by an Arduino.

best case scenario multiple panel heaters throughout a home are controlled by thermostat with motion sensors to turn them down/off when people aren't in those rooms.

Arduino controller can be accessed remotely (i.e over the internet) to adjust temperature.

I know little about the subject, or even if an arduino is the appropriate brain for this application.

Any suggestions or help in this fact finding mission greatly appreciated.

Playing with a WeMos D1 mini and a (weatherproof) DS18B20 temp sensor could be a start.
