That circuit would make perfect sense to me if you swapped the speaker for an LED or some other light source, is this circuit even oscillating to make
the speaker "whale" ?

It is probably supposed to be a piezo buzzer, they will beep with just DC applied

In which case why have the transistors at all.

The capacitor is providing feedback and making an oscillator.
