My parts list says I need BC108C NPN Transistor (or any high gain transistor).
I can't find that exact part at Mouser.com where I am placing my order. I'm not sure what they mean by high gain, does that mean anything over 300 MHz?
I found this part. I'm wondering if this will work.

A BC108C was a common high gain transistor.
Vce = 25V, Ic = 200mA, Hfe = 420...800
I'm guessing they are used in the year 1985.
High gain is a high DC current amplification, a high Hfe.
You can use BC547C, or BC548C or BC549C.
I happen to have a bunch of BC549C myself for circuits that need a high gain.
What kind of circuit is that ? why is the high gain needed ?

It's building a telephone. I have no idea why it needs to be high gain that's just what the parts list says.
Will the part I selected from Mouser.com work?
Or use a MOSFET - gain is then limited by external components.

Did you take a look at the datasheet of the PN2222 ?
It's gain is 30 to 300. So it is a low-gain transistor.
