Sure You can but transmitting video calls for lots, more than lots, of bytes to be transferred. How much time are You prepared to spend?

What type of modulation are you thinking of using to encode the data on the laser light?

Transmit video data by laser? Yes, more or less. 
Arduino UNO? No connection with laser transmission of data whatsoever! Completely irrelevant! 
Start small and work your way up. You can transmit data between two Arduinos using just two LEDs (one as emitter, the other as a photodiode) and two resistors.
