Trouble programming the Attiny24A

Hi guys, I'm having trouble programming this chip, http://www.digikey.com/product-detail/en/ATTINY24A-PU/ATTINY24A-PU-ND/2050990. I have a sketch with size of 1,680 bytes. I have the chip wired with vcc to 5v, pin 4 to arduino pin10, pin 7 to arduino pin 11, pin 8 to arduino pin 12, pin 9 to arduino pin 13, and pin 14 to grnd. I am using the arduino as isp programmer. I'm also using the attin24 8mhz board that I found on this forum. This is my error, Binary sketch size: 1,680 bytes (of a 2,048 byte maximum) avrdude: stk500_getsync(): not in sync: resp=0x00

It has nothing to do with my com port.

I'm using the uno, and I have only 1 micro and 47 micro caps to use on the grnd reset. I tried it with the 47 micro and without. Still getting the same error.

I also need some prototype pcb's if you interested in doing a deal. It can lead to a much larger order.

The wire looks like it is connected to 3.3 it is connected to 5v.

Same thing, i made two 2.5k about resistors in series connected to 5v and connected to pin 4. With pin 4 also connected to the arduino digi pin 10. Heres a picture.

Whoops, i connected the resistor and still have the same problem. I know I have a 20hz chip, which im pretty sure is externally controlled.

Explain further on this bootloader, should I be doing something else other than clicking the board type and setting the arduino to isp

I don't understand what you mean by open it as isp. Im clueless as to how that is done.

I tried doing http://arduino.cc/en/Tutorial/ArduinoISP but it did not work, I get the same error.

Everything I try to upload now I get that error.

I did that list word for word and everything went smooth other than the chip being programmed. I have school for the next 10 hours so when I come home I'll swap out the chip and see whats up. I have 24 of them.
