trouble uploading any code to arduino uno

So I am in a pickle. I cannot seem to upload any code to my arduino uno board. It does not matter if it is my code, or one of the examples, but the following error keeps popping up:

avrdude: stk500_recv(): programmer is not responding

I have tried using three different computers, three different usb cords, and three different arduino boards, and the same error keeps occurring. Has this happened to anyone else? Maybe you could tell me what's wrong?
I've looked at the trouble shooting page numerous times, and cannot figure out how to fix it. No problems with my board have been detected, and it is up to date.

Have you ever been able to upload to a board?

yes, it was working just fine until about a week ago.

Do you have the correct board selected?

Does the PC recognize the board being plugged into the PC?

If so have you run the loop-back test to verify serial communications is functional?

I normally use a mac, but I did try it on a PC and it did recognize the board being plugged in.

Can you explain what the "loop-back test" is? I'm not sure what that means.
