Use a N-channel mosfet instead. Minimal voltage drop vs maybe 0.5V with 2n2222.
Give the Promini regulator a chance to work.
10K from Gate to Gnd.
1K from PIR to Gate.
Another option - power from 4.5V insead of 6, connect to Vcc instead of RAW, bypass the regulator & its power dissipation.
