Turn ON/OFF input ports of a shift registers with digitalWrite()

Hello,

I have a question about a shift register 4014. I want to turn ON/OFF the input ports of it. The shift register is read out by my model train controller.

I just want to replace the switches in this schematic with the ports of an Arduino:

Is that possible? Do I need a transistor to switch to GND?

Yes it's possible.

How to do it will depend on the voltage of the 4014. Can you measure that?

It's 5V... So It has to work.

If the 4014 is at 5V then just connect the Arduino pins to the 4014 pins and use digitalWrite().
