I am currently doing a project on a two wheel cart jus lik the segway.
I am using the AXHD100k DC brushless motor from the oriental motors.The rated voltage required by the motor is 24V, i use 2 Np7 12V7AH batteries to power the motor, but unfortunately, the motor controller fused out when i connected the batteries in series to the controller.
I dont know why it happened, because i believe the battery alone meets all the specifications of the motor.Is it because there was a large surge of current provided by the batteries to Motor.
and also How much current can 7AH battery generate??....

What controller are you using? Is it rated for 24V?
The controller Input power voltage is 24 VDC±10%.
The motor controller came wit the motor itself
using arduino deumilanove as the micro controller
If the motor and controller are properly matched then there shouldn't be any problems. The motor will pull the amperage it needs and no more. If they are matched then the controller will be able to handle that amperage with out a problem. Seams like the controller may have been faulty if it blew a fuse when you attached the batteries. Or you connected the batteries wrong.
So a couple of questions: how do you know it 'fused out'?
Did you charge the accumulators? Did you double-check polarity?
It might be that the controller is in a fault mode (does it have a status LED?).
Also do you realize that SLA batteries are not +/- 10% - they can go well below rated voltage if discharged. The spec for the controller says '9A max' but its not clear if that is the maximum it will pull or whether its the maximum it can tolerate (former more likely). 7Ah batteries can probably deliver several hundred amps BTW.
You might just have a rogue controller, but its worth checking it hasn't just cut out because its detected a fault condition - double check all connections.
