Arduino can control stepper drives (ie: RTA,SHS,SANYO DENKY) in modality step/direction?

YES.
That answer probably contains as much information as your question.
There must be few stepper motor boards that an Arduino can't control. The boards that require step and direction signals are the easiest to use.
