So /dev/sdb3from your screenshot above is indeed your Windows partition and I presume you are running a dual boot setup?
The error in that screenshot is almost certainly being generated because hibernation is turned on in Windows, or else there are errors on the drive. Either will prevent Linux from mounting the partition. If you can boot into Windows and turn off hibernation (and check the drive for errors for good measure) then the drive should mount.
