I'm using a HC-SR04 ultrasonic sensor, I'm planing of using it for measuring and monitoring the water level of Sewer. And is it possible that outside noise can interfere with the Analog reading of the sensor?
Noise can certainly cause false triggering. The signal is digital, not analog.
The sensor will very rapidly corrode and fail, if exposed to moisture and sewer gases.
What sensor do you recommend I use?
A float sensor, with all electronics and electrical connections properly isolated from the environment, would be more reliable.

These are the best. BUT they need to be physically isolated from the solids in the sewer. Put the float switch sensors inside a PVC pipe that is open on the top and bottom. Be sure the bottom is above any solids that collect on the bottom. You want ONLY liquid in the sensor tube.
Even commercial systems need periodic maintenance. Ask my friend who has to pump the effluent up and over a hill to the leach field.
