Unable to upload to D1 mini - port does not exist or board not connected

I just recived a few D1 minis however I can't get Arduino Ide to upload anything to them.
The drivers are installed and windows recognizes them.
I have tried esp8266 board library 3.0.2 and 3.0.1 because it shows up in the error log.

Here is what I get (I can upload the full log if you need it):

Arduino: 1.8.19 (Windows Store 1.8.57.0) (Windows 10), Board: "LOLIN(WEMOS) D1 R2 & mini, 80 MHz, Flash, Disabled (new aborts on oom), Disabled, All SSL ciphers (most compatible), 32KB cache + 32KB IRAM (balanced), Use pgm_read macros for IRAM/PROGMEM, 4MB (FS:2MB OTA:~1019KB), v2 Lower Memory, Disabled, None, Only Sketch, 921600"

does not exist or your board is not connected

Does your operating system recognise the D1? Check device manager what happens when you connect / disconnect the board. If not, there is a good chance that you're using a charge-only cable.

Did you select the correct port?

Yes it shows up in the device manager with the correct driver. It also plays this windows "device connected" sound.

COM port is correct...

Just did a fresh install of everything on a laptop and get the exact same errors. Is there anything I forgot?
I installed the drivers, rebooted, installed arduino, added esp8266 boards and selected "Lolin(Wemos) D1R1 & mini".
