I am working for an underground pipeline inspection robot and I am extremely new in arduino with some basic robotic knowledge and super interesting in developing robots.
I am looking for crucial information:
what type of controller can be used to control an underground(inside a pipe) robot

The range of what? Range only makes sense when you are talking wireless. And, wireless and inside of a pipe just don't go together. Unless you are referring to concrete or plastic pipe.
Indeed, what Im trying to do is a wireless pipeline robot that supposed to be used for inspection purpose. i was considering ZigBee (IEEE 802.15.4 standard).
Is there any possible way to do the task?
a) In metal pipe?
b) in plastic pipe buried in concrete?
