As to your voltage requirement: that's going to be a problem since the ina225 is apparently intended for high side sensing only so you're limited to 36V, period.

So I have to increase the ground voltage??

What kind of resolution do you need at both ends of the scale? Or do you mean that you want 1mA resolution with a range of 0-10A?

The minumum current I am measuring is 1ma and the highest is 10A.

You're probably better off with a hall effect sensor.

I heard their accuracy is low compared to the shunt resistors.
