Those look to be 2 optical interrupters in a quadrature configuration. On one side of the slot is an IR LED and the other side a phototransistor. Are there any markings (part number) on the interrupter bodies? Do you have an ohm meter?

This is a common quadrature encoder.
I use to salvage this kind of encoder from printer. HP and epson use it for head printer carriage, and scanner optical device.

And search over the forum, I made some post reply about them, how to identify the anode/cathode, emitter-receiver.
google " Faulhaber optical encoder ", I found a lot of same pcb encoder.

don't know what language is, but pin-out is standard.
And as groundfungus say, resistor are needed for both channel A and B.
