Uno +5V is low is this expected?

I have a new Uno and if I measure with a multimeter the +5 voltage it is about 4.23. The 3.3 is 3.3.

I put a simple voltage divider circuit (2000ohm + 222 Ohm) circuit across +5V and ground and measured the same voltage drop across bith resistors in series.

The input voltage is 4xAA batteries that are new and it meaasures 6.1+ volts in.

Is this expected?

I really need a reliable low current (<15 ma) +5 source for a GSR (Galvonic Skin Resistance) sensor project.

It's in the right range.
You have to remember that power from the barrel jack goes thru a reverse polarity protection diode and then the regulator.
You could connect your battery+ to Vin instead and bypass the diode, that will help raise it some.
