As there is still no solution to my IDE problem, I may have to rely on App Lab to operate my UNO Q, even for simple hardware interfacing with the MCU. This is not ideal for me! There is no way to access any IO pin of the MCU from my IDE2.3.8!!!

Go to Arduino software site and select the Nightly Builds.

It should install just fine on your current IDE version 2.3.8.
