Hi. I am new to Arduino and while troubleshooting my soldering on my arduino twitching eye pumpkin project, I briefly touched the 5v to the ground. It was plugged into external power. Nothing seemed hot or burned like other posters. I unplugged it and plugged it back in and now the green and orange leds turn on but no power to servos and the orange led normally blinks.
I tried hooking it up to the PC and the editor can't seem to find it.
Can this be repaired or did I fry the whole thing?

There's just too many things that could be bad.
Always start with measuring the voltages, what do you measure on the 5V ?
the 5V is measuring 5v. It is now only plugged in through the usb
Unplug USB, plug in power jack, what is the 5V ?
There is no voltage when plugged into the power supply
Suggests the voltage regulator and or components connected to the power jack have been damaged.
This picture is of a Mega but the part is the same on a Uno.
searche for Sot 223 5V Lineaire Regulator LM1117. It is fairly easy to replace. Cut with sharp pliers the 3 smalle connections then you can solder the big one lose and after that the smal ones. The connection should come off by heating, NEVER pull the part as this will damage the board and be carefull not to heat other parts....
