UNO R4 Minima not entering bootloader state

I recently purchased an uno r4 minima board with the hopes of using it to drive an LCD display. However, I pretty quickly ran into a problem where the device does not register in the device manager of my computer, therefore I cannot use it in the Arduino IDE nor check in on the device status any other way (that I can find at least). I tried pressing the reset button twice to enter the bootloader mode, but nothing happened (the "power on" light stayed on and I did not get the orange breathing light). I also tried holding the reset button for an extended period of time just in case that would do anything, but still nothing. I checked other connections in the device manager to see if it was loading under something weird. I have checked that the cord I am using can convey data (it's the one I use to connect my phone to my car to play music, and it works splendidly for that use). I saw online that I could possibly use Renesas to re-flash the bootloader, but when I try that it gets stuck in an infinite "running" dialog.


I feel like I have run out of options for debugging my device and any input would be greatly appreciated!
