Different network setup, different timing on the DHCP response. My DHCP server supplies a fixed IP to the R4's MAC address, so perhaps that's faster than going to the pool. Take the win.
This alone tell you that it's on the network. Ping also went through, showing that DNS, gateway and "internetivity" are in order.
I wonder if there's a similar check for IP as there is for WiFi connection. Would make Arduino life a bit friendlier
