Upload fails: "stk500_recv(): programmer is not responding"

I have an ELEGOO Uno R3 and after trying to connect to two different computers AND checking the ports, driver, boards and even installing the Chinese driver I keep getting upload errors. It'll work one time on occasion but it's always after I make some changes like changing the Programmer that it works once. Then every time after that it crashes and It won't work after that. it's like it adapts to make sure it doesn't upload because everything I've done to make it run before doesn't work now no matter how many times I try it. So I wanted to burn it following the official page instructions but the burn won't load either. I even removed my old IDE (2.3.2) to (1.8.18)
This is the error I get when upload worked:

This indicates that you're trying to upload via ICSP using an external programmer, not via USB. If it's via USB, the choice of programmer makes no difference.

How to I upload via USB because it is connected via the USB port, I don't know what ICSP means

ICSP is a way to program the board via a external programming device,
Stands for in circuit serial programming.

I believe there are settings in the menu, but I cannot recall them.
(Perhaps clicking around there might help?)

Not behind a PC at the moment. If not mistaken, it is sketch/upload (shortcut ctrl-U)

Upload using programmer would also be under the sketch menu (shortcut shift-ctrl-U)

When I run both Ctrl U and Shift+Ctrl+U I get this error

Sketch uses 4354 bytes (13%) of program storage space. Maximum is 32256 bytes.

Global variables use 482 bytes (23%) of dynamic memory, leaving 1566 bytes for local variables. Maximum is 2048 bytes.

Problem uploading to board. See https://support.arduino.cc/hc/en-us/sections/360003198300 for suggestions.

Does it in both cases show stk500v1 and 19200?

Note
For upload over USB you will need to use ctrl-U.

Yes in both cases.

In that case there might be something wrong with your <shift> key

Unfortunately I do not know why the IDE would think that you want to do an upload using programmer.
