upload fails

I get the following message during upload process:

"get https://downloads.arduino.cc/packages/package_staging_index.json: dial tcp 149.202.160.25:443: connectex: A connection attempy failed because the connected party did not properly respond after a period of time, or established conection failed because connected host has failed to respond."

can this be a corporate firewall issue. all outbound connections should use the corporate proxy. If this is the case, would the issue be solved if I wasn't using the online IDE. I'm new at this so it may well be just a problem between the chair and keyboard...

By corporate firewall issue, I wasn't refering to the firewall having a problem but it being an issue that the tool was trying to open outbound 443 when the system settings have a proxy for that so that the corp FW allows the flow. Nevertheless, further testing concluded that it's an issue with the online IDE and that the IDE application is able to work on the same network environment.

It would be good to know if the online IDE is issue is fixable to work on corporate environments where outbound connectivity is limited and usually proxies are in the way.
