upload program problem

it's the first time i try to upload to my chip , when I try to upload program to the chip it says serial port not selected , I tried to select port from tools menu but it's deactivated , the chip doesn't appear in device manager but the power led is on .
any suggestion on how to make it work ?

Make sure you have the USB cable fully inserted into the Arduino board and your computer. If it's not fully inserted, it might provide power (and thus light the LED), but not connect the data lines (and thus no port).

Try using a different USB cable. You might have a damaged, defective, or charge-only cable that doesn't connect the data lines.

well that's a great advice that made me push back and forth until i heard windows making the usb sound at some point while moving it .
don't know whether it's the cable problem or the board plug :\
But Thanks at least now i figured out how to make it work partially

Or there exists data lines and test device shows all is fine, but wires are not quality enough, or they are very long, then signal is not clear enough ( perhaps higher resistance wires, or not RF isolated). That happens to me with "blue" Chinese "noname" brand cables, both USB and UTP. Suggestion is to maximally avoid such questionable quality cables.

As well, quality USB cables have ferrite beads on its ends for EMI protection.
