Using the create.arduino.cc/iot/things-editor the RP2040 is connected to COM3 (Windows 10) . My sketch won't complete the upload. It shows (Uploading...) and Upload started for infinite time.

This is a Raspberry Pi question, not related to the Arduino. You should post on a Pi forum. I would suggest trying another board to be sure it is not the computer.
Try double click the reset button. This should reset the devices and change it to mass storage mode. Maybe the download will work then. I have never used the create stuff but this works with the IDE.
NO, this device is an Arduino Nano RP2040. It has a Raspberry processor but the board is produced by Arduino and supported by them.
