The LED on the Atmega can only flash if the flashing program has been correctly written into the flash and the processor is configured correctly, i.e. the RESET pin is set to HIGH and the clock oscillator is configured correctly. If on external quartz, the 2 22pF capacitors MUST be at pins 7 + 8.
