Also, I want to make sure I have the correct wiring. If there is another diagram/schematic of a program shield. I have made the one on Intsructables.

Ok, we are back to this after I have asked a question, I get ignored.... This is why I use core electronics more than here. This forum, doesn't answer questions, it harasses you, and treats you like a dummy....
When someone needs help, in ANY kind of manner, and you ignore them... you aren't any kind of help!!! I would say, it'll be a miracle, if I even get an answer.... been over 2 hours.......

You are rather unreasonable. This is a user forum, there are no dedicated experts constantly online to answer question within seconds, apart from it being Sunday.
Which core are you using to support your Atmega32? If you have not yet, try installing "mightyCore" by MCUdude. It is available in the board manager.
