Uploading Failure: not in sync

Hello,

I was trying to upload the Blink example:

but it gives me the 'not in sync' error.

This report would have more information with
"Show verbose output during compilation"
option enabled in File -> Preferences.

I followed the instructions on https://www.arduino.cc/en/Guide/Troubleshooting#upload and it still gives the error message.

I've updated the board and libraries.

I am using the Arduino 1.6.8 program on Windows 10 and the board is Arduino Uno.

The correct COM and board are selected.

I've also tried the Loop-Back Test and changing the USB 2.0 cables.

This is the first time I've used the board.

Any help will be greatly appreciated.

Does the Arduino Uno show up in Device Manager?

What was the result of the loopback test?
