USB Arduino problems

I have been working on an FM transmitter project lately, and it has an lcd and works with an fm transmitter board from adafruit. I just started having a problem. When ever I plug my board into the computer, it isn't recognized, or the computer says it's using to much power, and the lcd just faintly flickers. I've looked through the circuit multiple times, but I can't find any shorts. And when I directly use the Voltage in pin, It works. So I cannot change the code on my board, even if I remove the board from the breadboard. Also, if this helps, i was soldering on one of the boards which was plugged into my charging computer, and my computer shut down, possibly frying one of the boards.

I hope that is a lesson learned, never work on a circuit while it is powered up because that is what happens.

Sounds like you have burned something out that is putting a load on your USB power supply. Look at Z1 and Z2 see if they show damage. You can get the layout and schematic of the Uno on line to help you locate stuff. Alternativly you might have damaged the ATMEGA8U2 USB converter chip as well and those are hard to replace.
