Is anyone able to successfully use IDE 2.2.1 to ‘Upload Using Programmer’ with USBasp and UNO R3?

Does it work with IDE 1.8.19? Or is it a general problem not related to the IDE version?
Yes, there appear to be problems with Windows 10 and 11. I don't use windows, so can't comment there. It works fine under Linux (Ubuntu 20.4) but that not real helpful for you.
