USBtiny Error with Bootloading ArudinoISP to ATMEGA328P-PU

Hi, So I'm currently trying to burn Arduino Bootloader to a ATMEGA328P-PU. I have tried tons of different set of instructions to do this. Some get further than others. Most will let me upload ArudinoISP onto Arduino, but when I move onto the step of bootloading it, I get the following error.

avrdude: Error: Could not find USBtiny device (0x2341/0x49) Error while burning bootloader.

Expanded Error Message: Arduino: 1.6.8 (Windows 8.1), Board: "Arduino/Genuino Uno" avrdude: Error: Could not find USBtiny device (0x2341/0x49) Error while burning bootloader. This report would have more information with "Show verbose output during compilation" option enabled in File -> Preferences.

If anyone could help me figure out what the problem is in the simplest form that would be great.A little background behind the big project and the level of understanding is this is for a Senior Computer Science project where we are making our own "Makey Makey" following the instructions of ShrimpKey. Majority of us have very little skill set with coding and an average digital electronic background that a high schooler would have.
