Use of hardware

I have a question for a project.
A care home for people with dementia,
3 separate buildings.
2 to 3 rooms per building must be monitored.
(1)The goal is when an elderly/mentally disabled gets out of bed and starts walking that the nurse receives a notification.
(2)The camera must also know how many people are in the room and only then the system becomes active again when the last nurse leaves the room.
(3)Plus about 20 GPS trackers must also be configured in the system. The elderly/mentally disabled are only allowed outside up to a few meters from the buildings.
(4)If an elderly/mentally disabled wants to leave the front door, a camera can register that person and send a message that person x has left the building.
Can you help me find the best boards to use for this project.
And i want to use LoRa as communication.
