User's offensive flags info

Discourse has a lot of settings. I thought that the visibility of these flags could be configured by forum admins.

If it requires rewriting the kernel, then that's a different matter. I am a long-time user of Github and know how to create a PR, but I am absolutely not familiar with the Discourse source code and therefore I will not go to propose this on the specialized forum
