I was curious, is it at all possible to connect a cellular 3G/4G shield to the Arduino board, then somehow project the cellular internet connection out as wifi? So this is acts like a 3G/4G wifi hotspot?

NO.
A WiFi hotspot needs a great deal more computing power. They normally have small Linux computers in them.
I have a TP-Link TL-MR3020 that creates a hot-spot using a dongle. Works very well.
