Using Arduino as a DSP phase shifter

Is it possible to use an Arduino as an active phase shifter. Where the analog circuit takes in a signal from the enviornment and then shifts is prescribed amount and converts the new signal back to analog?

See attached circuit below.

I am hoping the triangle wave generator will give me spread spectrum across a range of frequencies rather than just a single frequency.

One could implement an phase shifter at audio frequencies in Arduino. It has no chance at the UHF radio frequencies your block diagram suggests.
